Answer: Nobel Peace Prize winner Frank B. Kellogg, who served in the U.S. Senate and as U.S. Secretary of State in the cabinet of President Calvin Coolidge. His detractors started calling him “Nervous Nellie” because of his tendency to “hesitate and vaccilate.” The coinage has become a jab at people who fuss unneccessarily and has even taken sexist connotations in the minds of those who don’t know that the original Nervous Nellie was a man.
